There were experiments with nuclear devices and their possible uses in the mining industry or large earth works projects. It proved to be innefective as well as dangerous. Maybe she wants to use nukes to get oil out of the ground in Alaska?
I think she was saying- maybe Biden was saying this- that it's safe to have them as a deterrent, with no plans to use them, and just being like: Check it, we've got nukes, fuck off! That it is only safe to have them and not to use them. Which, until there's statistics saying you are more likely to nuke your own country than another one, like with guns, is pretty reasonable.
